COMPLIANCE ALERT: India Undertakes Significant Revisions to the SCOMET List

On September 21, India's Directorate General of Foreign Trade (DGFT) amended the SCOMET List with the issuance of Notification No. 29/2015-2020 of 21 September 2017. The notification added and revised numerous SCOMET entries. The following is a summary of the changes to the SCOMET List.

  • Category 7 (7A, 7B, 7C, 7D, and 7E) has been eliminated and is now "reserved"

  • SCOMET 3D001 has been amended to include the addition of SCOMET 3D001(iii) and 3D002(ii) (Prefabricated repair assemblies and specially designed components)

  • SCOMET 3D014 has been added (nucleic acid assemblers and synthesizers)

  • SCOMET 4A032 has been added (Target assemblies and components for the production of tritium)

  • Category 2H (GMOs) technical description has been revised to include 2H001 and an amended technical description of GMOs that includes a Technical Note

  • SCOMET 3D004 (toxic gas monitoring systems) technical description has been revised

  • SCOMET 3D006 (Fermenters) technical description has been revised

  • SCOMET 4A007 (Vacuum or other controlled atmosphere furnaces) technical description has been revised

  • SCOMET 5C013 (radiation-hardened microcircuits and A-to-D converters) technical description has been revised

  • SCOMET 8A301.b (Microwave and millimetre items) technical description has been revised
