COMPLIANCE ALERT: India Undertakes Significant Revisions to the SCOMET List

On September 21, India's Directorate General of Foreign Trade (DGFT) amended the SCOMET List with the issuance of Notification No. 29/2015-2020 of 21 September 2017. The notification added and revised numerous SCOMET entries. The following is a summary of the changes to the SCOMET List.
Category 7 (7A, 7B, 7C, 7D, and 7E) has been eliminated and is now "reserved"
SCOMET 3D001 has been amended to include the addition of SCOMET 3D001(iii) and 3D002(ii) (Prefabricated repair assemblies and specially designed components)
SCOMET 3D014 has been added (nucleic acid assemblers and synthesizers)
SCOMET 4A032 has been added (Target assemblies and components for the production of tritium)
Category 2H (GMOs) technical description has been revised to include 2H001 and an amended technical description of GMOs that includes a Technical Note
SCOMET 3D004 (toxic gas monitoring systems) technical description has been revised
SCOMET 3D006 (Fermenters) technical description has been revised
SCOMET 4A007 (Vacuum or other controlled atmosphere furnaces) technical description has been revised
SCOMET 5C013 (radiation-hardened microcircuits and A-to-D converters) technical description has been revised
SCOMET 8A301.b (Microwave and millimetre items) technical description has been revised
